The White House Office of Management and Budget issued final guidance Oct. 5 on a rule barring the appointment of registered lobbyists to executive branch advisory committees and other boards and commissions. RELATED CONTENT Proposed lobby rule spurs opposition The widely expected move follows a June 18, 2010, memorandum from President Obama. The guidance goes into effect Nov. 4. Those who drop their lobbyist registration or do not report lobbying for three consecutive quarters can still serve on such bodies.
